Meetings

The Council normally meets every second Wednesday.

The meetings are open, which means that people may attend the meeting if they want to, unless Council determines that a meeting, or part of a meeting, is to be closed .

The Chairperson of the Council may call a special meeting. The Chairperson must give at least 2 days notice before calling a special meeting.

At any meeting the Council must keep a record of what happened, which are called the Minutes of the Meeting.

In order to make decisions a minimum number of 4 members must be present - this is called a quorum.

Decisions before a meeting are decided by a majority of votes of the members in attendance, an in the event of an equality of votes, the matter will be taken as defeated.

The of all Council meetings are available for inspection at the Council office.

Local Organisations

The Council has for some years provided management services to the following community organisations.

  • Nauiyu Nambiyu Inc. - this runs the community store and owns other enterprises such as the Daly River Roadside Inn.
  • Nauiyu Aboriginal Social Development Inc. - this provides welfare services to the community and manages operations of the community bus.
  • Ritytil Pty Ltd. - owned by Nauiyu Nambiyu Inc., Ritytil P/L operates the hotel.
  • Nauiyu Nambiyu Land Trust - see notes below.
  • Nauiyu Club Incorporated - this operates a takeaway food provider in the community.
  • Nauiyu Chorale Aboriginal Corporation - fosters traditional culture through CDs, film etc.

NAUIYU NAMBIYU LAND TRUST

On 19th May 1995 the Catholic Church of the Diocese of Darwin Property Trust (the "Catholic Church") created a Deed of Trust (a discretionary trust).

Twenty eight persons from Nauiyu community were identified by the Church as representatives of the people and various language groups that comprise the Nauiyu and Woolianna residents - the Trustees (Nauiyu File 22). The quorum for a Trust meeting is 20 members (clause 8.3), and resolutions can only be made by 15 or more of the trustees (clause 8.4).

The Catholic Church is the registered owner of the land title on which the Nauiyu Community is located. The land title is Portion 4028 from plan S 91/200B Nauiyu Nambiyu - Certificate of Title Volume 457 Folio 092.

The Deed of Trust was for 12 year period an it ceases on 28th October 2008.

By agreement with the Catholic Church, the Trustees of the Nauiyu Nambiyu Land Trust sub-leased the land to the Nauiyu Nambiyu Community Government Council. The sub-lease was usually for a period of two years. There was, therefore, some uncertainty about its continuance at the end of each of those periods. On 28th June 2006 the Trustees met and agreed that the sub-lease should be extended until the completion date of the main lease, i.e. 28th October 2008.

During the ensuing 12 month period the Deed of Agreement will be reviewed. There are now additional complications and options for future land tenure, due to the local government reform process and various Federal Government policies.
